Understanding funding options can be a bit daunting, but don’t worry! The following guide is designed to answer your questions about the various funding opportunities available across the states we currently operate in. This includes information on government subsidies, grants, and any other financial support mechanisms that can help make your educational journey more affordable and accessible.

Each state has its unique set of rules and eligibility criteria for student funding in Early Childhood Education. Whether you’re a recent high school graduate, a career changer, or someone looking to upskill, we aim to provide you information to help you navigate the funding landscape. Please note that this information is a guide only as individual situations may vary.

Delivery Method

  • Workplace – training, assessment and mentoring will be conducted at the students’ workplace.
  • The theory components of the units are delivered through what we believe to be the best learning platform on the training market and students benefit from this system. All units have been written by KKTC and the learning experience is dynamic with video content, case studies and great resources (online videos and downloadable guides)
  • The platform is dynamic so the experience is as good as it gets – touch of a button, responsive, easy to navigate
  • As soon students submit an assessment, it is delivered electronically to our trainers for marking so the experience of progression with training is seamless (no waiting for assessments, mailing, scanning etc)
  • We focus heavily on the practical skills development in our relationship with our students so not only are the assessments designed to aid their theoretical knowledge but the practical skills development is of critical importance (as this is what our sector needs!)

What is the Certificate 3 Guarantee?

The Certificate 3 Guarantee supports eligible individuals to complete their first post-school certificate III qualification and increase their skills to move into employment, re-enter the workforce or advance their career.
It also supports school students to access training and Queensland’s Year 12 graduates to transition to employment by providing free training in high priority qualifications.

The Higher-Level Skills Program aims to assist individuals to gain the higher-level skills required to secure employment or career advancement in a priority industry, or to transition to university.

Higher Level Skills Funding Eligibility 

  • Be a Queensland resident
  • Be aged 15 years or over, and no longer at school
  • Be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
  • Not hold, or be enrolled in, a certificate IV level or higher qualification (not including qualifications completed at school and foundation skills training).
  • Certificate III CHC30121 or CHC30113 is the pre-requisite for the Diploma CHC50121
  • Diploma duration: 12 months
  • Must attend placement a minimum of one day per week for the duration of the Diploma
  • KKTC trainer can assist in help finding placement.
  • Bluecard must be in date

Enrolment Process for Higher Level Skills (HLS):

Queensland

  1. Student will enquire at admin@kktc.com.au or phone 1300 048 133 to enquiry about the qualification.
  2. Students will then be sent an enrolment form via email
  3. The enrollment form is completed online through an online portal. Students will require the following documentation before they start their enrolment:
    • Proof of Date of Birth (Front of Drivers License)
    • Proof of Citizenship/Right to Work (Birth Certificate, Medicare Card)
    • Proof of Address (Back of Drivers License)
    • Copy of Blue Card
    • Transcript of any relevant Credit Transfers that have been completed (Including a copy of your CHC30113 or CHC30121 Certificate III in Early Childhood Education)
    • Unique Student Identifier (USI)
  4. KKTC will review and process the submitted enrolment form.
  5. Students will also receive a link to complete their Language, Literacy and Numeracy test.
  6. Once all the required documents have been completed and submitted the student will be ready into their qualification.
  7. Students pay for the course.
  8. Student receives a welcome letter.

What is the User Choice Traineeship Program?

The User Choice program provides a public funding contribution towards the cost of training and assessment services for eligible Queensland apprentices and trainees.

The program recognises that employment-based training aligned to skills shortages is a critical priority for the Queensland Government. It aims to provide funding aligned to the skills needs of industry and respond to changing government priorities.

User Choice – Trainees/Apprentices

Eligibility

To be eligible to receive subsidised training under the User Choice program you must:

  • Be employed in an approved apprenticeship or traineeship
  • Have entered a training contract for a qualification funded by the government
  • Have selected a government-approved training provider.

User Choice Fees for students who are signed up after turning 25 years of age:

CHC30121 Certificate III in Early Childhood Education and Care

  • Free for students who are under the age of 25
  • If you are signed up after you turn 25 there will be contribution fees. The fees are as follows.
    • For full-fee non-concession students contribution fees will be calculated at $1.60 per nominal hour
    • For partially exempt concession students, fees will be calculated at $1.60 per nominal hour x 40%.
  • 1198 nominal hours of study, this can vary with Credit Transfers

CHC50121 Diploma of Early Childhood Education and Care

  • Free for students who are under the age of 25
  • If you are signed up after you turn 25 there will be contribution fees. The fees are as follows
    • For full-fee non-concession students contribution fees will be calculated at $1.60 per nominal hour
    • For partially exempt concession students, fees will be calculated at $1.60 per nominal hour x 40%.
  • 1388 nominal hours of study, this can vary with Credit Transfers

Please note that the above student contribution fees which are mandated by the Queensland Government can be paid by the employer or the student.

Enrolment Process for User Choice:

  1. Educator will need to be signed up by the apprenticeship centre.
  2. KKTC will receive the notification of the traineeship.
  3. Students will then be issued an enrolment form link they will need to complete.
  4. The enrollment form is completed online through an online portal. Students will require the following documentation before they start their enrolment:
    • Proof of Date of Birth (Front of Drivers License)
    • Proof of Citizenship/Right to Work (Birth Certificate, Medicare Card)
    • Proof of Address (Back of Drivers License)
    • Copy of Blue Card
    • Transcript of any relevant Credit Transfers (If you are enrolling in the Diploma qualification, please include a copy of your CHC30113 or CHC30121 Certificate III in Early Childhood Education)

The fees are currently calculated at $1.60 per nominal hour. Each unit of competency chosen has a nominal hour value which is totalled on the student’s training plan. The student contribution fee is payable prior to enrolment or via an agreed payment plan.

User Choice Students –

User Choice Student Contribution Fees

  • Student Contribution Fees are a Participant’s contribution to the cost of tuition.
  • The PQS must detail its fees and charges policy, including full costs method of collection, refunds, and exemptions prior to enrolment and provide access to this written policy to Apprentices and Trainees.
  • The PQS must retain evidence of fees collected as well as evidence of Participants who have been deemed as totally or partially exempt from the payment of Student Contribution Fees.
  • Student Contribution Fees under the User Choice program in 2013 are set at $1.60 per nominal hour for each Unit of Competency/Module to be calculated at the commencement of the Unit of Competency/Module. Student Contribution Fees are adjusted annually and all PQS will be informed by the Department of any changes to the Student Contribution Fees.
  • The PQS must not charge Participants or their Parent more than the Student Contribution Fee amounts contained in this Policy except as required periodically by the Department.
  • The PQS may only charge less than the Student Contribution Fee if in accordance with sections 2.6.2 or 2.6.3 of this Policy.
  • When the Participant converts from a School-based Apprentice or Trainee to a full time or part time Apprenticeship or Traineeship the Participant must be charged the Student Contribution Fee for training and assessment for any Units of Competency not yet commenced.

User Choice Partial Exemption—Tuition Fees

The PQS must charge 40 per cent of the Student Contribution Fee where the Participant falls into one or more of the following exemption categories:

  • The Participant was or will be under 17 at the end of February in the year in which the PQS provides training, and the Participant is not at school and has not completed year 12;
  • The Participant holds a health care card or pensioner card issued under Commonwealth law, or is the partner or a dependant of a person who holds a health care card or pensioner concession card, and is named on the card;
  • The Participant issues the PQS with an official form under Commonwealth law confirming that the Participant, his or her partner or the person of whom the Participant is a dependant, is entitled to concessions under a health care card or pensioner concession card; or
  • The Participant is an Aboriginal or Torres Strait Islander person. Acceptable evidence is as stated on the Training Contract and AVETMISS VET Enrolment Form.

User Choice Full Exemption – Tuition Fees

The PQS may apply full exemption from the Student Contribution Fee where the Participant falls into one or more of the following exemption categories:

  • Where payment of the student contribution fee would cause the Participant extreme financial hardship, then the PQS may exempt the Participant from these fees.
    • i. The exemption process should be in place at the time of the Participant’s enrolment.
    • ii. For 2.6.3(a) of this Fees and Charges section, the PQS must have a reasonable internal process to manage an appeal from a Participant about the outcome of the Participant’s application under financial hardship.
  • Where the State, as represented by the Departmental officer responsible for the User Choice budget, advises in writing that fees are optional. On receipt of such advice, the PQS may exempt the Participant from the Student Contribution Fee. Any exemptions granted by the PQS do not create a liability for the Department. The PQS may not apply for reimbursement by the Department of fee revenue foregone. Refer to the User Choice 2010 – 2015 Qualification and Price List as published on the Department’s training website (www.training.qld.gov.au/training-organisations/user-choice) for information on where fee exemptions are applicable.

The PQS must apply full exemption from the Student Contribution Fee where the Participant falls into one or more of the following exemption categories:

  • Where credit transfer/national recognition has been applied to a Unit of Competency/Module.
  • Where the Participant is a School-based Apprentice or Trainee.

Refund Policy for User Choice Traineeship Funded Training:

  • CHC30121 Certificate III in Early Childhood Education and Care
  • CHC50121 Diploma of Early Childhood Education and Care

For User Choice students (participating in an Apprenticeship or Traineeship programs) where a student contribution has been paid by either the student or employer, the following refund policy will apply:

Students who have paid contribution fees and who cancel their enrolment after their training program has commenced (ie after their training plan has been completed and the first unit of competency issued) will be entitled to a pro‐rata refund based on the remaining nominal hours contained in the units of competency. This will apply from the date that the student advises that they will not be continuing. Where the Employer has paid the contribution fees (i.e on behalf of the student) the same principles apply.

Refund Policy – User Choice Students

  • CHC30121 Certificate III in Early Childhood Education and Care
  • CHC50121 Diploma of Early Childhood Education and Care

For User Choice students (participating in an Apprenticeship or Traineeship programs) where a student contribution has been paid by the student, employer, or a third party the following refund policy will apply:

Students who have paid contribution fees and who cancel their enrolment after their training program has commenced (ie after their training plan has been completed and the first unit of competency issued) will be entitled to a pro‐rata refund based on the remaining nominal hours contained in the units of competency. This will apply from the date that the student advises that they will not be continuing. Where the Employer has paid the contribution fees (i.e on behalf of the student) the same principles apply.

If the student can demonstrate that hardship or personal circumstances led to their withdrawal, the student will be offered a full credit toward the course fee in‐lieu of a refund. Refunds are to be paid within 14 days from the time of writing to the college requesting a refund.

Refunds are provided in accordance with KKTC Refund policy.

  1. If KKTC receives fees paid in arrears then the refund policy is not applicable.
  2. The refund policy and procedures applies to those students who pay their fees in advance
  3. Tuition fees and application fees to be refunded in full if:
    • The course does not start on the agreed starting date
    • The course stops being provided after it starts but before it’s completed.
    • The course is not provided fully to the student because the college has a sanction imposed on it by a government regulator.
  4. Refunds under the above conditions are paid in full to the student within 14 working days.
  5. In making a contract to enrol in a course at KKTC the applicant acknowledges the following:
    • That the information provided by the applicant in their application is complete and correct.
    • Agrees to be bound by KKTC‘s rules and regulations and any amendments made to the rules and regulations.
    • Agrees to undertake a testing requirement prior to any course entry, if deemed necessary by KKTC.
    • Agrees to pay all fees required on or before the due date as notified in writing by KKTC or as per the invoice.
    • KKTC reserves the right to accept or reject any application for enrolment at its discretion.
    • KKTC reserves the right to cancel any course prior to the commencement date of the course should it be deemed necessary and in that event, shall refund all payments received from the applicant.
    • Refunds are made in accordance with the policy below and full refunds of amounts owed to the student are made within 14 working days.
  6. Should a student cancel their own enrolment then they may be entitled to a full refund. They must apply in writing to the CEO, KKTC (with supporting documentation) providing the following criterion is met:
    • Fees and charges have been paid in full before the commencement of the training and the cancellation occurs during the enrolment period.
  7. The following table outlines reasons why a refund may be requested and the amount of tuition fees that are refunded to the student by KKTC.
  8. Process for making application for refund is as follows:
    1. Student must make application for refund in writing using the Application for refund form to the CEO outlining the reasons for requesting the refund.
    2. Refund requests for full or partial refunds must:
      • set out the reasons for the request; and
      • be accompanied by supporting documents as may be appropriate; and
    3. Information provided by the student on the Refunds Application Form must include:
      • date of the claim
      • full name of student
      • course in which the student was enrolled
      • basis for making the claim
      • amount claimed
      • address to which the refund is to be forward
      • student’s payment details
      • student’s signature; and
      • all documents relevant to consideration of the claim

A refund is provided in accordance with KKTC Refund policy.

What is Fee For Service?

Fee For Service is an option for students who do not meet the eligibility criteria for government funded training. However, Fee For Service still has eligibility requirements. Please have a read through below. The delivery of our Fee For Service training is the same as our other offerings.

Fee for service

  1. Student will enquire about studying either a Certificate 3 or Diploma at admin@kktc.com.au or 1300 048 133.
  2. Student will receive an enrolment form via email.
  3. The enrollment form is completed online through an online portal. Students will require the following documentation before they start their enrolment:
    • Proof of Date of Birth (Front of Drivers License)
    • Proof of Citizenship/Right to Work (Birth Certificate, Medicare Card)
    • Proof of Address (Back of Drivers License)
    • Copy of Blue Card
    • Transcript of any relevant Credit Transfers (If you are enrolling in the Diploma qualification, please include a copy of your CHC30113 or CHC30121 Certificate III in Early Childhood Education)
    • Unique Student Identifier (USI)
  4. Once the enrolment form is submitted, KKTC will process.
  5. Students will also receive a link to a Language, Literacy and Numeracy test via email this must be completed before enrolment can be finalised.
  6. Once all the required documents have been completed and submitted the student will be enrolled ready to start their qualification.

Coming from retail and hospitality background, I was nervous to start my Diploma of Early Childcare and Education, however, once I started the online course, I instantly relaxed and knew that I had made the right decision.
