About the ACT Australian Apprenticeship
An Australian Apprenticeship in the ACT is an employment-based training pathway, subsidised by the ACT Government through Skills Canberra under the User Choice funding policy. As a trainee, you are employed by an early childhood service under a registered Australian Apprenticeship Training Contract. You earn a wage while you learn — gaining real workplace experience alongside formal training and assessment.
KKTC Education Pty Ltd (RTO 40636) delivers your training and assessment as your nominated Registered Training Organisation. Your employer provides on-the-job training and supervision.
This training is delivered with the assistance of funding made available by the ACT Government through Skills Canberra.
Choose your qualification
KKTC delivers two early childhood Australian Apprenticeship traineeships in the ACT. Both are subsidised under the ACT Government’s Australian Apprenticeships Training Initiative, both have a Tuition Fee of $350, and KKTC’s typical delivery target for both is approximately 18 months. The eligibility, enrolment process, and fee, refund and delivery arrangements are the same for both — the difference is the level of qualification and what it prepares you to do.
CHC30125 Certificate III in Early Childhood Education and Care
Foundation qualification for working as an educator in early childhood services. Nationally recognised under the Australian Qualifications Framework at AQF Level 3.
The Certificate III prepares you to work as an educator in long day care, family day care, occasional care and outside-school-hours-care services in line with the National Quality Framework.
- AQF Level: 3
- Typical duration with KKTC: approximately 18 months (nominal duration on the training package is 24 months full-time / 36 months part-time)
- Tuition Fee: $350
- Prerequisite: None
CHC50125 Diploma of Early Childhood Education and Care
Higher-level qualification for educators progressing in their early childhood career. Nationally recognised under the Australian Qualifications Framework at AQF Level 5.
The Diploma prepares you to design and implement curriculum, lead educators, manage programs, and ensure compliance with the National Quality Framework in early childhood services.
- AQF Level: 5
- Typical duration with KKTC: approximately 18 months (nominal duration on the training package is 36 months full-time / 54 months part-time)
- Tuition Fee: $350
- Prerequisite: Three valid entry pathways (see below)
Diploma entry pathways
Per the CHC50125 training package, you may enter the Diploma if you meet any one of the following:
- Hold a current Certificate III in Early Childhood Education and Care — CHC30125 (current), CHC30121, or CHC30113.
- Hold an Australian Diploma in Early Childhood Education and Care, OR an Australian Diploma or Certificate III in Children’s Services, AND demonstrate at least 12 months of cumulative full-time-equivalent employment within the last 5 years in a regulated education and care service in Australia, supported by verifiable evidence (such as a statutory declaration from your employer or director, a letter on company letterhead, or pay slips showing dates and hours worked).
- Hold the CHCSS00147 Entry into Diploma of Early Childhood Education and Care skill set. This is the new pathway introduced in 2025 for educators who do not hold a Certificate III or the required 12 months of evidence — completing the skill set provides direct entry to the Diploma.
If you are unsure which pathway applies to you, contact KKTC on 1300 048 133 or info@kktc.com.au and we will help you identify the right entry option.
Eligibility
Eligibility for ACT subsidised Australian Apprenticeships is determined by the ACT Government’s Chief Minister, Treasury and Economic Development Directorate (the Directorate, through Skills Canberra), not by KKTC. To check eligibility and sign up to a Training Contract, contact an Apprentice Connect Australia Provider (ACAP) at www.apprenticeships.gov.au or 1800 210 210.
To be eligible for an ACT Australian Apprenticeship Training Contract, you must:
- Work in the ACT for an ACT employer (an employer with a workplace address in the ACT)
- Be at least 15 years old
- Be an Australian citizen, permanent resident, or New Zealand passport holder who has been resident in Australia for more than 6 months — or hold a visa identified as eligible by Skills Canberra (see the eligible visa list at act.gov.au/skills)
- Receive remuneration for your work
- Complete a minimum of 15 hours combined work and training per week (employment and training hours may be averaged over four weeks for non-ASBA training contracts)
- Undertake an approved Australian Apprenticeship qualification with an approved RTO listed on the ACT Qualifications Register
- Have the required supervision in the workplace
- Not have previously completed the same qualification within the last 7 years (unless you are upskilling to meet ACT licensing requirements)
Important — casual employees: Casual employees cannot undertake an Australian Apprenticeship in the ACT. You can be a casual employee up to the point of entering the Training Contract, but once the Training Contract is signed you must be employed under regular hours each week. Many entry-level early childhood roles are initially offered as casual — speak with your employer and your ACAP about converting to part-time or full-time hours before your Training Contract is lodged.
There is no limit to the number of Australian Apprenticeship qualifications an individual can access in the ACT, provided you have not previously completed the same qualification (or one it replaces) within the last 7 years. This means you can progress from the Certificate III to the Diploma over time.
New entrants and existing workers both welcome. Both qualifications attract User Choice funding for both new entrants to the early childhood sector and existing childcare workers, regardless of how long you have been employed. Whether you are starting your career in early childhood or have been working in the sector for years and want to formalise or upgrade your qualification, you may be eligible for a subsidised traineeship — your ACAP will confirm your funding category when your Training Contract is registered.
Final eligibility is confirmed by Skills Canberra when your Training Contract is lodged in ADMS by your ACAP and posted to KKTC as a Notification of Business in AVETARS.
Enrolment Process
PROCESS:
- Sign up with an Apprentice Connect Australia Provider (ACAP). ACAPs are federally funded providers who help trainees and employers register Training Contracts with DTET. They will assist you to nominate KKTC Education as your Supervising RTO.
- Your Training Contract is lodged in the Apprenticeships Data Management System (ADMS) by your ACAP and approved by Skills Canberra. KKTC will be notified through AVETARS once a Notification of Business is posted to our RTO portal.
- KKTC accepts the Notification of Business within 10 business days.
- KKTC conducts an Initial Skills Assessment (ISA) with you. As required by the ACT Standards (Standard 2.3), KKTC assesses your existing skills and qualifications, your Language, Literacy and Numeracy (LLN) capability against the Australian Core Skills Framework, and identifies any need for Additional Support. Recognition of Prior Learning (RPL) and Credit Transfer opportunities are explained at this stage. For Diploma applicants, KKTC also confirms which entry pathway you meet (Certificate III, qualification + 12 months experience, or CHCSS00147 skill set) at this point.
- Workplace check with your employer. KKTC confirms your workplace can provide adequate facilities, range of work, supervision, and on-the-job training to support your Australian Apprenticeship.
- Training Plan developed. KKTC develops your Training Plan in consultation with you and your employer, in accordance with Standard 2.5 of the ACT Standards. A fully executed copy is provided to you and your employer within 10 business days.
- Tuition Fee paid (if applicable — see fees section).
- Probationary period. Australian Apprenticeship Training Contracts include a probationary period — 60 calendar days for contracts of 24 months or less, or 90 calendar days for contracts longer than 24 months. During the probationary period, either party can withdraw from the Training Contract without the other's consent.
- Training commences.
Tuition Fees
Tuition Fees for ACT Australian Apprenticeships are charged for the whole qualification (not per hour and not annually) and are published on the ACT Qualifications Register. KKTC’s published Tuition Fee for both the Certificate III and the Diploma delivered as Australian Apprenticeships is shown below.
Qualification | Total Tuition Fee |
CHC30125 Certificate III in Early Childhood Education and Care | $350 (whole-of-qualification fee) |
CHC50125 Diploma of Early Childhood Education and Care | $350 (whole-of-qualification fee) |
Tuition Fees match the amounts published on the ACT Qualifications Register at the time of enrolment. Where the published fee changes during the term of your Training Contract, the fee that applied at the time of your enrolment continues to apply for that enrolment.
The mandatory minimum Tuition Fee set by Skills Canberra is $350 per qualification. KKTC may set a fee above this minimum for each delivery mode.
Fee concessions
A fee concession may apply to funded Australian Apprentices. To be eligible for a concession, at the commencement of training you must either:
- Hold a current Health Care Card or Pension Concession Card, or
- Be able to prove genuine financial hardship.
If you are under 18 years of age, the concession applies where your parent or guardian holds one of the above cards.
Where a concession applies, KKTC submits an Application for Fee Concession Reimbursement to Skills Canberra and is reimbursed up to a maximum of $500. KKTC will waive any remaining Tuition Fee for concession-eligible Apprentices.
Evidence of concession status must be supplied at enrolment.
Concessions are not available to unfunded or fee-for-service Australian Apprentices.
Fee exemptions (no Tuition Fee charged)
You are fully exempt from the Tuition Fee in any of the following circumstances:
- Your employer is the RTO delivering your training (i.e. an enterprise RTO)
- You leave one employer and recommence within 12 months with a new employer in the same qualification with KKTC as your RTO
- You are required to change RTO under the formal change-of-RTO process
- You are an Australian School-based Apprentice (ASBA) and your school is the RTO
Completion Payment
The ACT Government Completion Payment is not available for Australian Apprenticeship Training Contracts commencing on or after 1 January 2024. As your Training Contract will commence after this date, you are not eligible for a Completion Payment under the ACT Standards Compliance Guide for Australian Apprenticeships.
How and when fees are charged
The $350 Tuition Fee is payable in full during the enrolment process, before training commences. The fee may be paid by you, your employer, or shared between you both — but it must be paid before training starts.
If you would prefer to pay the Tuition Fee in instalments rather than as a single payment, contact KKTC Student Services on 1300 048 133 or info@kktc.com.au to arrange a payment plan. Australian Apprentices are entitled to request an instalment arrangement under the ACT Standards Compliance Guide for Australian Apprenticeships.
Tuition Fees may be paid by you, your employer, or shared, but cannot be paid or waived by KKTC or any person or entity connected to KKTC (other than the concession waiver and exemption arrangements set out above).
